Project Description
NBLC was retained by Infrastructure Ontario and Waterfront Toronto as the lead analyst to assess the feasibility of the development of the 2,101 unit Athletes’ Village for the 2015 Pan American Games in the West Don Lands. NBLC created a land use and housing mix development strategy for the Village for implementation by the private sector, including development phasing, the selection of a developer partner, and other factors. NBLC completed a pro forma financial model for the development of the Athletes’ Village, illustrating the financial feasibility of the proposed development strategy to the private sector, while leaving a legacy of affordable housing. NBLC was then retained to provide input into the design of the Procurement process and model, and then to act as a technical advisor on the bid evaluation team. An Alternative Financing and Procurement model was used and resulted in the selection of Dundee Kilmer as the project’s developer.
NBLC’s ongoing role includes the monitoring of sales and marketing efforts in the Village’s developments.
