NBLC has completed three separate reviews of the Downtown Hamilton Community Improvement Plan (CIP) since 2015. Each review involved an analysis of development feasibility through market research and pro forma analysis to understand if the incentives offered by the City are still necessary to encourage private sector investment. The most recent analysis (2018) provided recommendations to lower the incentives offered to condominium projects and increase the incentives offered to affordable housing and office development. The analysis also considered how municipal incentives for affordable housing best integrate with the new federal funding streams.
