Economic Impact Analysis
NBLC has been retained by the National Capital Commission (NCC) to provide advice with respect to the market demand for a 70+ acre site – of which about half will be developable land area – known as LeBreton Flats in downtown Ottawa. The previous development attempt for the site, a high-profile RFP process, was terminated by the NCC following unresolved issues between the preferred proponent team members.
In order to take control of the process and eventual development outcomes, the NCC embarked on a process of creating a Master Concept Plan for the site. NBLC was retained in order to develop a Business Plan which would support a financially viable implementation plan, including the significant public realm and infrastructure investments required to create a location of national significance and unlock development potential.
The LeBreton Flats site is located in Ottawa, Ontario, just west of the downtown and Parliament Hill. The area is currently experiencing renewal, in part through the recent introduction of the Confederation Line LRT, with two stations servicing the site. The redevelopment of the entire 70+ acre parcel will create a broad set of economic benefits to City.
