Project Description

Following our work in regard to Wasaga Beach’s Downtown Master Plan, NBLC was retained by the Town to undertake a Community Improvement Plan (CIP) for the Downtown Wasaga Beach area.

The purpose of the CIP is to encourage new investment in Downtown Wasaga Beach through a mix of financial incentives that include development charge rebates, tax-increment equivalency grants, municipal application fee rebates, a parking ratio exemption, and other initiatives.

Within the Downtown area, a Priority Investment Area was delineated to ensure that the Town’s limited funds for CIP incentives are used efficiently. Outside of the Priority Investment Area, projects in the Downtown are only eligible for CIP incentives if they create affordable or market rate rental housing – both in short supply in Wasaga Beach – and meet specific eligibility criteria.

The final CIP document set out a detailed application, evaluation and monitoring process for the municipality to undertake to aid with implementation and track progress towards the stated objectives of the CIP and Downtown Master Plan.
